Hello welcome to onespace...firstly yes she can do them a passport weather u are on birth ceft or not...I had a passport done for my daughter less than a year ago and they didn't ask for any of her fathers details, I even took her abroad for a week and wasnt questioned at airport!
she however cannot change surname without your permission if you are on the children's birth ceft . She can call them but a different sur name and use that name at school etc but on Legal documents she can not change the name.
