reduced payments

Hello,

I asked for my maintenance to be reassessed in 2012 and I recived a letter from the CSA stating that my mainteance would double in January 2013. however this never happened and I rang to be told that he had appealed, his family told me that he had reduced his hours. I have now had my maintenance halved instead of doubled!, CSA tell me I can't ask for re-assessedment until 6 months,yet he could appeal straight away?

Its clear he reduced his hours to achieve the lowest possible payment, can anyone help? is there a template letter that can be used?
