I don't think that there is an actual date when it is to start as this will vary across the UK, i think that it is to start in October, it has already started in some parts.

From October (tomorrow) it is being piloted in a small number of jobcentres across England.  It is going to take four years before it is rolled out across all the jobcentres!  You will be informed in writing if it is going to impact your jobcentre.  It would be some time.
